“Street View” for the Moon and Mars

Idea: A few dozen very small, extremely cheap but rugged rovers whose sole mission is to take panoramic images of the surface of the moon or Mars.  A few orbiting satellites can act as data relays and traffic directors.  If a rover konks out, other rovers can be directed to cover its area of responsibility.  It would be important to keep the rovers’ mission very simple.  They take pictures, relay coordinates with the pictures and maybe the altitude.

I could see the rovers being loaded 10 or 12 to a pod, and the pods are dropped at evenly-spaced points around the target.  The Mars version could paraglide to its destination.
